His expertise spans IT infrastructure, program management, cybersecurity, software development, and digital transformation, with a focus on operational excellence, measurable outcomes, and client success.
Under his leadership, Encore has evolved into a respected partner to the Federal Government, providing comprehensive IT support and strategic consulting. Dr. Woodson is recognized for fostering a culture of integrity, collaboration, and continuous improvement. He resides in Bowie, Maryland, where he remains deeply committed to community service and charitable causes.

Corey Strange · Polymath Engineer · AI Architect · Inventor
Corey Strange is a polymath engineer with two decades of experience designing, building, and shipping complex production systems across web, mobile, AI, security, and infrastructure. As founder of Web Design Pros 365 and App Studio Pro, he has delivered 300+ custom websites, 150+ enterprise and security systems, and 150+ cross-platform applications across iOS, Android, and web.
His cross-composite skill set spans full-stack architecture, AI engineering, cloud-native infrastructure, server and cybersecurity engineering, blockchain development, mobile development, and product strategy. He holds multiple utility patents in adaptive AI systems and previously founded Rocket PC, a water-cooled performance PC company acquired by Alienware.
As Encore’s Fractional CTO, Corey leads AI platform architecture, technical strategy, and engineering execution across the company’s federal portfolio.
